Perhaps the aero_cursors.reg should be change from[HKEY_CURRENT_USERControl PanelCursorsSchemes] to [HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionControl PanelCursorsSchemes] so that every user get aero cursors not just the current user.
