They are defined according to a recent standard of the ARINC standard, but I have only the ARINC 424-17 document and the description of the fields stops at 5.273, while the PRDAT records are defined by 5.276 to 5.296 entries.
One thing that you can do is to open various CIFP files and dissect the SID's and STAR's to see where the descriptive data falls, comparing the leg event items to things like approach plates or an application that can display them for you. It can be an extensive adventure in decoding!! I think Philipp used ARINC 424-18, so 424-17 is likely pretty close. Getting closer costs over $300. Thanks for the link, @Highspeed1964.
