Conservative Jonathan Djanogly, Sir Norman Lamb of the Liberal Democrats and Labour's David Lammy travelled to Canada on a trip organised by UK harm reduction group Volte Face, with part sponsorship by cannabis company MPX. Sir Norman and Mr Lammy funded their own flights and accommodation.
\"I think we have got a lot to learn before the legalisation of recreational cannabis, which I think will happen at some point,\" Mr Djanogly told BBC's Newsbeat, adding he thought legalisation would occur between 10 and 15 years in the future.

Tom Angell is the editor of Marijuana Moment. A 20-year veteran in the cannabis law reform movement, he covers the policy and politics of marijuana. Separately, he founded the nonprofit Marijuana Majority. Previously he reported for Marijuana.com and MassRoots, and handled media relations and campaigns for Law Enforcement Against Prohibition and Students for Sensible Drug Policy.
For the first time in the UK, expert doctors have been given the option to legally issue prescriptions for cannabis-based medicines when they agree that their patients could benefit from this treatment.
The new law will not limit the types of conditions that can be considered for treatment and doctors will no longer need to seek approval from an expert panel in order for patients to access the medicines.
NHS England, the British Paediatric Neurology Association and the Royal College of Physicians will provide clinical advice to doctors ahead of the law change. The National Institute for Health and Care Excellence has been commissioned to develop more detailed guidelines for clinicians in the longer term.
It also revealed that Black people received 17 percent of cannabis possession cautions in 2017/18 despite only making up 3 percent of the population; with white people receiving only 68 percent of cautions, despite making up 86 percent of the population, according to Ministry of Justice data.
Writing in The Daily Telegraph, he said the eventual approval by the Home Office for medicinal cannabis oil to be used to treat epileptic youngster Billy Caldwell was evidence that a hard-line stance on the drug had become \"inappropriate, ineffective and utterly out of date\".
An expert panel of clinicians is to be set up to advise the government on applications to prescribe cannabis-based medications in the wake of the case, but Lord Hague has suggested an even more liberal position be taken.
In the UK - which is the world's largest exporter of legal cannabis - it is a Class B drug and those found in possession face up to five years in prison, an unlimited fine, or both, with supply and production resulting in up to 14 years in prison and an unlimited fine.
Liberal Democrats already officially support legalisation, and Sir Norman Lamb became the first serving British MP to take cannabis on camera after sampling a form of cannabis oil containing THC, which is illegal in the UK for a BBC Newsbeat documentary on the trip.
August 2019: We responded to draft guidelines on medicinal cannabis after hearing from hundreds of people with MS. We called on NICE and the company behind Sativex to get around the table to strike a deal that makes Sativex available on the NHS.
July 2019: A committee of MPs said Government should encourage greater research into the effects of cannabis-based medicines in areas like MS, with the aim of making effective treatments available on the NHS in future.
November 2018: On 1 November 2018 cannabis based products for medicinal use were rescheduled, moving from Schedule 1 to Schedule 2 in the Misuse of Drugs Regulations. This was a landmark moment and a big win for people with MS who campaigned for this change. But changing the law is just the start of creating a system that will mean people are able to access cannabis for medicinal use. Sativex, as a licenced medicine classified as Schedule 4, was not directly affected by this change in the law, but people with MS were still struggling to access this drug.
October 2018: The Government started the process to change the law on cannabis for medicinal use. The Home Secretary, Sajid Javid, said that with the approval of a specialist, people would be able to get prescriptions for cannabis-derived medicinal products from 1 November 2018
June 2018: The UK Government announced a review of cannabis for medicinal use. Following this news we worked with neurologists, MPs and celebrities to send an open letter to the Home Secretary to ensure MS was in the review.
July 2017: Based on the response from our community and medical professionals we changed our official position and went public with it. We wrote to the UK Government calling on them to legalise cannabis for medicinal use to treat pain and muscle spasms in MS.
Germany plans to decriminalize the purchase and ownership of small amounts of cannabis under a long-awaited reform blueprint that would deliver on an election promise of weed reform by the center-left coalition which came to power last year.
The so-called cornerstone paper that has been circulated for discussion around the government represents an incremental step toward proposing and passing legislation that could enter into force during this parliamentary term. But, in terms of its significance, it represents a decisive step toward legalization in the EU's most populous nation and a potentially huge opportunity for the North American cannabis industry that has already profited from the U.S. reform playbook.
His plan, on which legislation would be based once the rest of Chancellor Olaf Scholz's government signs off on it, would decriminalize the purchase and possession of up to 20 grams of cannabis by adults. It would also be legal to cultivate up to two cannabis plants at home.
Cannabis should then be sold in licensed shops and potentially also pharmacies to better cover Germany's rural areas. It is also being considered to allow \"specialty stores with consumption options,\" or coffee shops in common parlance. Germany has allowed the sale of medical cannabis in pharmacies since 2016.
Also, there should be a 15 percent limit on THC, a psychoactive substance, in cannabis that is sold legally. For young adults aged 18 to 21 cannabis shouldn't contain more than 10 percent THC. Lastly, cannabis sold in Germany should be produced domestically to avoid quarrels with international law.
\"Unnecessarily restrictive!\" said Kristine Lütke, drug policy speaker of the liberal Free Democratic Party (FDP), one of the three parties in the ruling traffic-light coalition. THC caps, possession limits and stricter regulations until 21 years of age \"will drive consumers to the black market. A disaster for youth, health & consumer protection,\" she tweeted.
Kirsten Kappert-Gonther, vice chair of the health committee from the Greens, criticized the \"anticipatory obedience\" when it comes to importing cannabis. Not importing and obeying \"rudimentary\" EU law could mean that the cannabis demand cannot be met. A gap that the black market would fill.
This debate will be closely followed internationally. Not only because Germany is the largest economy in the EU and plays a model role here, but also because a holistic legalization is being pursued, with regulations, controls and transparency along the entire value chain, since in Germany nothing is left to chance.

Repeat offenders could face a fine, a caution or prosecution. In 2018, almost 36,000kg of cannabis was seized by the police and Border Force. The majority of seizures are often fewer than five grams - or about 25 street value.
While Britons remain divided on whether cannabis should be legalized, the six-month experiment with lenient enforcement in Brixton has some wondering whether Britain may eventually follow other Western European countries in relaxing attitudes toward so-called 'soft' drugs. The new policy experiment reflects a trend in British society toward acceptance of marijuana consumption - and an acknowledgement that the punitive approach taken over the past few decades may have been misguided.
Lower down the political ranks, an overwhelming majority of the Labour MPs that currently dominate Parliament are prepared to vote to decriminalize cannabis, according to a BBC survey. David Winnick, a Labour member of the cross-party Commons Home Affairs Select Committee, which will be studying the topic, says he believes the drug will be decriminalized by the next general election.
Commander Brian Paddick, in charge of policing in Lambeth, the borough where Brixton is located, says freeing resources to fight harder drugs like crack cocaine is part of the rationale for his officers' new tolerant line on marijuana. He stresses that the move does not legalize marijuana possession in the borough. The lenient enforcement applies only to small amounts of the drug for personal use. \"The officer will seize the cannabis, which then must be signed for by the suspect. It will then be sealed and disposed of.\"
Some efforts to legalize marijuana are in the works, however. Jon Owen Jones, a Labour MP for Cardiff, says he will make the first British attempt to have marijuana fully legalized for recreational use when Parliament returns from its summer recess in October. However, this appears to be moving faster than the official consensus, and is likely to fail. 153554b96e
